The Scottish Ministers, in exercise of the powers conferred by section 69(1) and (2) of the Transport (Scotland) Act 2001^f1 and of all other powers enabling them in that behalf, hereby make the following Order, a draft of which has, in accordance with section 81(4)(a) of that Act, been laid before and approved by resolution of the Scottish Parliament:
