Regulation 3 Selection on sampling basis for participation in the Scheme
(1)
An officer of the Secretary of State may select a claimant (“C”) on a sampling basis for participation in the Scheme if the following conditions are met.

The first condition is that C is aged at least 18.
(3)
The second condition is that C is ordinarily resident in a pilot area or the address for payment of C’s jobseeker’s allowance is located within such an area.
(4)
The third condition is that C has participated in the Flexible New Deal for a total of at least 12 months.
(5)
The fourth condition is that C has not already completed 26 weeks’ participation in the Scheme.
