Regulation 4 Selection for early entry to the Scheme

An officer of the Secretary of State may select a claimant (“C”) otherwise than on a sampling basis for participation in the Scheme if the following conditions are met.

The first condition is that C is aged at least 18.

The second condition is that C is ordinarily resident in a pilot area or the address for payment of C’s jobseeker’s allowance is located within such an area.

The third condition is that C is not a lone parent within the meaning of regulation 1(3) (citation, commencement and interpretation) of the Jobseeker’s Allowance Regulations.

The fourth condition is that C has been in receipt of a jobseeker’s allowance for a total of at least 6 months but less than 12 months.
