Coming into force in accordance with regulation 1
A draft of this instrument was laid before Parliament in accordance with section 82(4) of the Health and Safety at Work etc. Act 1974f1 and approved by a resolution of each House of Parliament.
Accordingly, the Secretary of State for Transport, in exercise of the powers conferred by section 43A(1) and (5) to (8) and section 82(3)(a) of that Act makes the following Regulations.
