The Scottish Ministers, in exercise of the powers conferred by section 14(1) of the Criminal Justice (Scotland) Act 2003^f1 and of all other powers enabling them in that behalf, hereby make the following Order, a draft of which has, in accordance with section 88(2) of that Act, been laid before and approved by resolution of the Scottish Parliament:
