The Secretary of State for Transport, being no longer satisfied that satisfactory provision is made by the laws of Kenya as respects the grant of driving licences to drive motor vehicles and having consulted representative organisations in accordance with section 108(3) of the Road Traffic Act 1988f1, in exercise of the powers conferred by section 108(2) of that Act hereby makes the following Order:

1988 c. 52. Subsection (1) of section 108 was amended, subsection (2) was substituted and subsections (2A) and (2B) were inserted by the Deregulation (Exchangeable Driving Licences) Order 1998 (S.I. 1998/1917). In subsection (1) see the definition of “exchangeable licence”.
