Paragraph 14

a person appointed by a person named in the instrument of government as a sponsor of the school,

while the instrument of government is the initial instrument, a person appointed by a person named as a sponsor of the school in the proposals for acquisition of grant-maintained status or, as the case may be, the proposals for the establishment of a new grant-maintained school, or

an initial sponsor governor.
