Paragraph 10
England and Wales
Subject to the approval of the Secretary of State, given with the consent of the Treasury, the Authority—
(a)
may appoint such number of employees, on such terms and conditions, as they may determine; and
(b)
shall pay to their employees such remuneration and allowances as they may determine.
