1988 c. 40. Sub-sections (1) and (2) of section 129 were substituted by the Further and Higher Education Act 1992 (c. 13) section 72(1)(a). By virtue of S.I. 1999/672, the functions under section 129(1) are exercisable by the Secretary of State only in relation to England.
