In exercise of the powers conferred on the Secretary of State by section 84(5) of the Income and Corporation Taxes Act 1988^f1 and by sections 485, 491, 518 and 548(5) of the Education Act 1996^f2, the Secretary of State for Education and Employment hereby makes the following Regulations:—
