The Scottish Ministers make the following Order in exercise of the powers conferred by section 216(2) of the Education Reform Act 1988f1, and all other powers enabling them to do so.

1988 c. 40. Relevant amendments to that Act were made by the Higher Education and Research Act 2017 c. 29, section 54 and relevant modifications were made by S.I. 1999/1820. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
