In exercise of the powers conferred by paragraph 4 of Schedule 1 to the Education Act 1981^f1 as extended by section 5(8) of the Disabled Persons (Services, Consultation and Representation) Act 1986^f2 the Secretary of State for Education and Science, as respects England, and the Secretary of State for Wales, as respects Wales, hereby make the following Regulations:
