In exercise of the powers conferred by section 1(2) and (7) of and paragraphs 1, 2 and 3 of Schedule 2 to the Education (Student Loans) Act 1990^f1, the Secretary of State for Education and Science, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, hereby make the following Regulations, a draft of which has been laid before Parliament pursuant to section 1(8) of the Act and has been approved by resolution of each House of Parliament:
