The Secretary of State for Business, Innovation and Skills makes the following Regulations in exercise of the powers conferred by sections 22(5) and 42(6) of the Teaching and Higher Education Act 1998f1 and by sections 73(f) and 73B(3) of the Education (Scotland) Act 1980f2:
