(1)
The Welsh Ministers must be satisfied that persons appointed as members of the lay panel are not eligible for appointment as a Chair.
(2)
The Welsh Ministers must be satisfied that sufficient members of the panel have current knowledge and experience of children, and of young people, with—
(a)
additional learning needs,
(b)
disabilities, or
(c)
if required, both.
