The Secretary of State, after consultation with the Director General of Telecommunications^f1 and such other persons as she considered appropriate in accordance with section 109(4) of the Communications Act 2003^f2, in exercise of the powers conferred upon her by sections 109(1) and (3) and 402(3)(a), (b) and (c) of that Act, hereby makes the following Regulations—
