Prohibiting any specified activity except—
(a)
as permitted by virtue of a licence, or
(b)
with the consent or approval of a specified authority.
(2)
Providing for the grant, renewal, variation, transfer and revocation of licences (including the variation and revocation of conditions attached to licences).
