The Secretary of State must publish a procedure for entering into enforcement undertakings.
(2)
The Secretary of State may revise the procedure (and must publish any revised procedure).
(3)
The Secretary of State must consult any persons the Secretary of State considers appropriate before publishing or revising the procedure.
