Paragraph 19
(1)
The Scottish Ministers may direct SEPA that an application or a SEPA initiated variation to which this Part applies is referred to the Scottish Ministers for determination.

The Scottish Ministers must consult SEPA before issuing a direction under sub-paragraph (1),
(2)
SEPA must comply with a direction made under sub-paragraph (1).
(3)
The Scottish Ministers must determine a matter referred to them for determination under this paragraph in accordance with Part 3.
