“Industrial emissions activity” does not include—
(a)
research activities,
(b)
development activities,
(c)
the testing of new products and processes.
(2)
The exception in sub-paragraph (1) does not apply where the activities in heads (a) to (c) involve the activity of incineration and co-incineration of liquid or solid waste at a waste incineration plant or co-incineration plant.
