If an application does not comply with paragraph 12 above or if an applicant fails to comply with a notice under F1 paragraph 14 of Schedule 5 to the Consumer Rights Act 2015 requiring the furnishing of information F2... in connection with the application, the F3lead enforcement authority may decline to proceed with the application.
