Division 2 Where the Council determines that a long-term need exists to exchange classified information,

• a security of information agreement shall be concluded, or

• an administrative arrangement shall be entered into,

in accordance with Article 13(2) and Sections III and IV and based on a recommendation from the Security Committee.
