F1The CAA must, upon request, assist the Secretary of State in the preparation of proposals for amendments to this Regulation and of F2regulations to be made under it, in accordance with the principles laid down in Article 4. The documents that F3the CAA submits to the Secretary of State for those purposes shall take the form of opinions.
