Every application under this Part, except for an application under rule 31.18 for a certified copy of a judgmentF1... must be made to the principal registry.

Notwithstanding paragraph (1), where recognition of a judgment is raised as an incidental question in proceedings under the 1996 Hague Convention F3, F4... the court hearing those proceedings may determine the question of recognition.
