The Secretary of State for Environment, Food and Rural Affairs, being designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to the Common Agricultural Policy of the European Community, in exercise of the powers conferred on her by that section, and having carried out any consultation required by Article 9 of Regulation (EC) No. 178/2002 of the European Parliament and of the Council^f3 hereby makes the following Regulations:
