The First Secretary of State, in exercise of the powers conferred by sections 19, 21(6) and 60 of the Fire and Rescue Services Act 2004f1, and having consulted such persons as he considers appropriate in accordance with section 19(7) of that Act, hereby makes the following Order:

2004 c. 21. The powers of the Secretary of State under sections 19, 21(6) and 60 are, in relation to Wales, vested in the National Assembly for Wales by virtue of section 62 of the Act.
