The Secretary of State makes this Order in exercise of the powers conferred by sections 34(1), (2), and (4), and 60(2) of the Fire and Rescue Services Act 2004^f1.

In accordance with section 34(5) of that Act, the Secretary of State has consulted those persons the Secretary of State considers appropriate.
