Paragraph 1 I1F1
Subject to sub-paragraph (2) below, the council may do anything which appears to them to be necessary or expedient for the purpose of or in connection with the discharge of their functions, including in particular—
acquiring and disposing of land and other property,
entering into contracts,
investing sums not immediately required for the purpose of the discharge of their functions, and
accepting gifts of money, land or other property.
The council shall not borrow money.
