The Secretary of State, being a Minister designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to measures relating to the transit of natural gas between high pressure transmission grids, in exercise of the powers conferred by that section and all other powers enabling him in that behalf, hereby makes the following Regulations:—
