The Secretary of State for Environment, Food and Rural Affairs, being designatedf1 for the purpose of section 2(2) of the European Communities Actf2 in relation to the control and regulation of genetically modified organisms, in exercise of the powers conferred on her by that section, makes the following Regulations—
