The Secretary of State and the Minister of Agriculture, Fisheries and Food, acting jointly, in exercise of the powers conferred on them by section 122(4) of the Environmental Protection Act 1990^f1 and of all other powers enabling them in that behalf, hereby make the following Regulations:—
