Whereas the making of this Order is not opposed:

Now therefore the Secretary of State for Transport in exercise of the powers conferred by sections 14 and 15 of the Harbours Act 1964^f1 and now vested in him^f2 and of all other powers enabling him in that behalf hereby makes the following Order:—
