The Secretary of State, being the Minister designated^f1 for the purposes of section 2(2) of the European Communities Act 1972^f2 in relation to measures relating to the control of laboratories carrying out tests on chemical products, in exercise of the powers conferred by the said section 2(2) and, with the consent of the Treasury, the powers conferred by section 56(1) and (2) of the Finance Act 1973^f3, and of all other powers enabling him in that behalf, hereby makes the following Regulations—
