Regulation 3 Detention of property

Where an authorised person has reason to believe that a vehicle is being, or has been, used on a road in contravention of section 2 of the 1995 Act, he may detain the vehicle and its contents.

Paragraph (1) shall not authorise a person other than a constable in uniform to stop a vehicle on any road.
