Except as provided in paragraph (2), every application for a first examination or periodical test of a vehicle shall be made—
at least one calendar month before the date on which the applicant desires to submit the vehicle for the examination or test, and
not more than three calendar months before the last day by which the vehicle is required by these Regulations to be submitted for the examination or test.
If the Secretary of State is satisfied that there are reasonable grounds for an application for a first examination or periodical test of a vehicle not being made within the period specified in paragraph (1) he may permit the application to be accepted and dealt with as if it had been made within that period.
