Section 17 (suspension and revocation under section 16: procedure) shall be amended as follows.
(2)
In subsection (1)(a) (duty to give notice of decision and grounds for it) for “he” there shall be substituted “ the authority ”.
(3)
In subsection (2) (immediate commencement of suspension or revocation in interests of public safety) for “he” there shall be substituted “ the authority ”.
