Whereas a draft of this Order has been laid before and approved by resolution of each House of Parliament in accordance with section 420(3)(a) of the Greater London Authority Act 1999f1:

Now therefore, the Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 21(1)(b) of the Greater London Authority Act 1999, hereby makes the following Order:
