(1)
Subject to any directions given by the Secretary of State, the Commission may do anything which appears to it to be necessary or expedient for the purpose of, or in connection with, the exercise of its functions.
(2)
That includes, in particular—
(a)
acquiring and disposing of land and other property, and
(b)
entering into contracts.
