omit “or” at the end of paragraph (a),

(b)

after paragraph (a) insert—

“(aa)
the Welsh Ministers take over any proceedings by virtue of section 13(5A), or”, and

(c)

after “(as the case may be)” insert “ the Welsh Ministers or ”.
