In section 13 of that Act—
(a)
in subsection (1) for the words from “the Board”, in the first place where they occur, onwards there shall be substituted the words “ the Secretary of State ”; and
(b)
in subsection (2) for the word “it” there shall be substituted the word “ he ”.
