The Secretary of State for Social Security in exercise of powers conferred by section 20(1)(c), (12)(h) and (i), and 84(1) of the Social Security Act 1986^f1 and section 166(1) to (3A) of the Social Security Act 1975^f2 and of all other powers enabling him in that behalf after consultation with organisations appearing to him to be representative of authorities concerned^f3 and after reference to the Social Security Advisory committee^f4, hereby makes the following Regulations:
