The Secretary of State for Wales, in exercise of the powers conferred on him by section 614 of the Housing Act 1985^f1 as extended by subsections (2) and (3) of the section 2 of the Welsh Language Act 1967^f2 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
