The Secretary of State, being a Minister designated^f1 for the purpose of section 2(2) of the European Communities Act 1972^f2 in relation to matters relating to the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons, hereby makes the following Regulations.C1 C2
