The Secretary of State, in exercise of the powers conferred on him by section 22 of, and paragraph 3(1) and (6) and paragraph 5(1) and (2) of Schedule 5 to, the Coal Industry Act 1994f1 and of all other enabling powers, hereby makes the following Regulations—
