In addition to the requirements in regulation 15 of the 2025 Application Regulations, an application for infrastructure consent must include—
a book of reference (see regulation 13),
a statement of reasons justifying the compulsory acquisition request,
a statement of funding explaining how the compulsory acquisition is to be funded,
a plan identifying any land to which the compulsory acquisition request relates, including that land which would be protected from development, any land on which private rights would be extinguished and any special category or replacement land, and
a cross-referencing document.
In this regulation “cross-referencing document” means a document that cross-references pre-application representations from interested persons with the book of reference in the appropriate form published on a website maintained by the Welsh Ministers or in a form substantially to the same effect.
