The Secretary of State, who is designated for the purposes of section 2(2) of the European Communities Act 1972f1 in relation to the environmentf2, makes the following Regulations in exercise of the powers conferred under section 2(2) of and paragraph 1A of Schedule 2f3 to the European Communities Act 1972.
