Section 2 does not require the assessment of learner travel needs and sections 3 and 4 do not require the making of travel arrangements—

(a)

for learners to travel during the day between relevant places or between different sites of the same institution, or

(b)

for any purpose other than attendance at a relevant place to receive education or training.
