The Secretary of State for the Environment as respects England, and the Secretary of State for Wales as respects Wales, in exercise of the powers conferred upon them by section 31B of the Landlord and Tenant Act 1985f1 and section 24B of the Landlord and Tenant Act 1987f2 and all other powers enabling them in that behalf, hereby make the following Order—
