The Scottish Ministers, in exercise of the powers conferred by sections 16 and 147(1) of, and paragraph 11 of schedule 1 to, the Licensing (Scotland) Act 2005 M1 and of all other powers enabling them in that behalf, hereby make the following Regulations:
