The Scottish Ministers, in exercise of the powers conferred by sections 45(4), 47 and 235(1) of the Local Government (Scotland) Act 1973^f1 and sections 18 and 190(1) of the Local Government and Housing Act 1989^f2 and of all other powers enabling them in that behalf, hereby make the following Regulations:
